DUAL WIELD

Level:     W21
Cost:      passive

Usage: dual <weapon>
       wield <weapon> offhand
       remove offhand

Allows you to equip a secondary one-handed weapon in your offhand slot,
granting the chance of an extra weapon strike each combat round.

Warriors must be in Offensive Stance to dual wield. Both weapons must be
single-handed weapons.

Details:
Base double hit chance is 50% at 15 Dexterity or below. Each point of Dexterity
above 15 increases offhand strike chance by +3%, scaling up to 80% at 25 Dexterity.
