  Strike enemy creatures throughout your room and mark each that fails its
  save for five rounds. Chill raises the foe's armor class, making blows
  easier to land.

Details: Damage grows with level and Intelligence, through 25 Intelligence.
         Saves halve direct damage. You may maintain one school across several
         foes. Changing schools clears your previous effects; other mages keep
         their own.

Usage: cast 'ice storm'
